Shared finish (split deliveries)

When a delivery is split into parts (sub-tasks by discipline, or one per repo), steps before the shared-finish step run once per part. From that step on, they run once on the finished whole. So a split task ships and deploys once, not once per part. Without a shared finish, each part runs to the end.
