Name engineers for steps

For every delivery on a workflow: in the workflow editor, select an AI step and choose a Default engineer ("Whoever the role finds" = normal routing). Save.
For one delivery: the portal form's Engineers, or engineers: / with … in Slack. These override the workflow's defaults.
Rules: the engineer must be on the team, active and able to do the step (any implementer for Implement; the step's role otherwise). You can't name two engineers for the same non-Implement step. A busy named engineer queues the step rather than it going to someone else. If a named engineer is retired mid-delivery, normal routing takes over and the thread says so. A step that fans out by discipline can take one named engineer per discipline.
